Both I believe.

It does nothing to prevent the act whatsoever but (think of dogs after they've been neutered - they can still dry hump things), in theory, it removes the desire. It depends on how ingrained that train of thought is in their psyche and the underlying reasons for their decision to kiddy-fiddle.

It may or may not be hormonal: depends on the person.
