My Optiplex arrived on Thursday and everything looks in good order. It was from an individual seller rather than a office PC bulk reseller. The ebay ad had it listed as good condition and stated it had only been used to install updates. There's absolutely zero dust on the components, nothing on the fans, heatsink, inside the PSU. It does appear to be pretty much brand new. It's just over a year old (Jan '20) and the service tag shows warranty until Jan '23 (though I'm not sure if I'd be able to make use of that).

I'm assuming best practice when buying a "used" PC is to do a clean install of Windows. The seller has updated the drivers and Windows. The only additional software looks to be Chrome, VLC, DIVX, Reader. However, there is also a licenced Office Pro' Plus 2019 installed. I could use LibreOffice but I'd prefer to hang on to Office 2019 if possible.

Is it enough to just do a virus/malware scan? or necessary to start with a clean slate?. Are there any logs/history I can look at to check usage?.
