On the one hand, turning down a bid of 86m for any player (bar Messi and Ronaldo) is a bit ridiculous. It's very unlikely that RM or any other team would bid that high again next summer, unless Bale somehow becomes better than Messi next season.

On the other hand - there's only so many top quality players available this summer, and Spurs' lack of CL will make it hard for them to attract the very top talent anyway. So it makes sense for them to keep Bale so that he can help them qualify for the CL, and sell him next summer when the money can really be put to good use - even if it doesn't turn out to be as much as they've could've got for him this summer.
