    Deffo look at Cambridge first - not only is ARM there, but also more niche players like CSR (Cambridge Silicon Radio) that produce Bluetooth and baseband chips.

    There's a lot of specialisation in this industry, so it also depends on what areas he wants to get into - lots of chip design is integral with software design also.

    Qualcomm (the world's largest wireless semicon company) has an R&D lab in Farnborough, but I have no idea whether they take interns.

    ARM does, but I expect it's very competative.

    Maybe a longshot, but there is a PR agency in London that specialises in working with chip companies - they are based in Kingston and called EML. They may be able to pass the inquiry on to one of their clients - I know they have connections with TSMC and CSR, for example. (Disclosure: I work in tech PR hence knowing random stuff like this)
