When did they say that it won't use the google store anyway?
I doubt it will, to be honest. Google don't really let random start-up companies or non-standard hardware use it, hence why the generic tablets don't have Google Play on there. But it's pretty easy to get Google Play installed on such devices anyway.
My 35 quid UG007 Android 'stick' (box which plugs directly into your TV's HDMI port, dual-core 1.6Ghz A9, quad-core Mali400 GPU, Android 4.1 so supports USB mouse, keyboard, controllers etc.) came with Google Play installed and I've got most of the apps I bought for my Xperia Play installed no problems.

GTA3 in 720p using a DS3 over bluetooth is just one reason I think the Ouya is going to be quickly outpaced by generic Android boxes coming out of China.
