This is a known bug - the characters should populate the facilities but they don't - apparently being fixed in the first patch.

Also, it's selling like hot cakes - 350k people on the leaderboards as of yesterday, it would be the fastest selling game on XBLA if Minecraft did not exist, I think. Also possibly Trials Evolution, but I can't be arsed to check the actual facts.
