I also had that dude glitch on Heist, he wouldn't exit the elevator. Killed him by using shortcut and just firing randomly. He died, but I couldn't loot his body. Reloaded, body was nowhere to be seen. Quest marker placed him somewhere outside the building.

Had to reload an earlier save.
