So in case this helps anyone else - managed to get the "gimme danger" quest to step on without crashing.

I approached the Japanese fellow standing next to the two cops so that the quest step updated. I then immediately made a new manual save, quit to the main menu, loaded the save and that seemed to work from then onwards.
