Yes the fines are ridiculous too, but that might be because they are aiming for a steady stream of payment. ie lower fines, higher recovery rates are used for generating universal revenue rather than for deterant?

Driving with no mot no license can get you 150 quid fine 3 points.

No wonder some 17 year olds choose not to pay thousands in insurance.
