You definitely don't have to have done 150/45. I haven't and I have done 46.

It is weird how it unlocks things. It seems to aggregate everything and for some people it's cassettes that tip the balance, for others it's side ops. I already had my base maxed by that point so I wasn't aware of that limitation.
