I put in wooden Venetian blinds in a couple of windows in my house. If you fit them outside the window opening then you won't need to cut them down, but if you want them nice and neat and sitting within the opening then yes, you'll probably need to break out the hacksaw ;-)

Make sure you measure the fall correctly, I mis-measured one of my windows and the blind stops 1cm above the sill and it still annoys me every time I look at it...
