    Following some Googling, if you're comfortable editing the registry, look for

    Computer\HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\FileExts\.exe\

    For me, OpenwithList in that 'folder' has the entry:
    Name: (default)
    Type: REG_SZ
    Data: (Value not set)

    OpenwithProgIDs has an additional entry:
    Name: exefile Type: REG_NONE Data: zero-length binary value

    If you have other values in either of these, that might point to the problem.
