Don't let the AI manage your planets with sectors! It's awful.
Once you have 5 planets concentrate fully on upgrading them before going for more. Clear tile blockers. Upgrade ship shelter to Administration centre, build a frontier clinic. Upgrade every tile.
The sector AI is bad, but fast expanding is more powerful than upgrading in depth. You will snag more space resources, have larger fleets, and generally be more of an unstoppable superpower than you otherwise would.

Grab as many planets as possible, sector them out immediately (Sector AI has a spaz if there are more buildings than pops), make sure allow redevelopment is on, make sure your sectors have a permanent mineral and energy surplus of ~1000 each so they actually develop, and only keep the 5-9 planets that have the best returns and minmax only those.

The sector AI is a terrible minmaxer, but the ability to grab all of the space is much more useful than a few minmaxed planets.
Yeah, this. Figured it out a little late but now I have a vast empire with about 6 sectors. Soon to be 8 when another vassal is assimilated.

The sector AI is pretty crap, but there's no other way of growing immense. Hopefully it'll get patched.
