    Yes, and some of them have been ongoing for decades. Because why would you end something that gives you greater powers unless you have to? It's Congress that hasn't been doing its job for the past four decades (they're supposed to meet twice a year to discuss the need to continue national emergencies but never have done so).

    What makes this different is bypassing Congress to get funding. If Trump manages to do this, what's stopping the next Democratic President from declaring a national emergency over, let's say, the opioid crisis and offering free government-funded health care for everyone?
