It was a thriller with slasher flick elements.
The film was released this decade.
It was fairly low budget and not released by a major studio.
It was set in the 80s and had a soundtrack with lots of synthesizer music.
It was possibly set in Los Angeles, or a similar city.
It featured a cult similar to scientology who were located in this big building.
There's a young woman who may have had amnesia being held in this building.
The founder of this cult is very old and bedridden and a younger man runs things.
There's a scene where this younger man submerges himself in this tar-like substance and lots of trippy imagery happens. After that he loses all his hair including his eyebrows and goes crazy.
The young woman escapes and the crazy man stalks her and in the process kills some people.

Does what I just described sound familiar to anyone? Whoever can tell me the film's title will receive Retro City Rampage (Steam gift) as a token of my gratitude!
