    In Streets of Rage 2 he is tough, but I wouldn't say cheap. Hardest boss in SoR2 is probably Red Bear on the ship level.
    Hmm I'd probably put my vote in for the two Robots boss, firing lasers across the screen combined with their massive whirly arms meant you could be focusing one down and get shot in the back from the other.

    Random fact you probably already know. SoR3 suffered from the 'bump up the difficulty a notch in the west' problem that a lot of games had (including Battletoads). Where Medium in the western release was actually Hard in the Japanese release. This was because of the games rental market and designed to keep people renting the game over and over again until they beat it.

    Not only that but for some reason they did that god awful colour change to all the characters in SoR3 western release to be more 'gender neutral' while the return characters kept their original colours in the Japanese release.

    It also had the story completely butchered, had bosses/secret character removed (Shiva in the first level replaces Ash...seriously google SoR3 Ash and you'll see why) and generally was an inferior version to the Japanese release (not being a weeabo here, it geninuely is a worse version of the game).

    Still the game did let you play as Shiva if you did a button press when you defeated him and held it down until the next level loaded (this unlocked Ash in the Japanese release but you could still unlock Shiva later as well)...he was hilariously broken as a player character.
