It's moved on quite a bit, but that earlier quote from Helen MacNamara, one of the head civil servants, when they realised on March 13th that there genuinely was no plan whatsoever, is incredible:

'We're absolutely fucked. This country is heading for disaster. We're going to kill thousands of people.'
