Certainly what Johnson is banking on, judging by PMQs. He's now rolled in references to 'rear-view mirror' analysis into his usual Captain Hindsight rhetoric.

My prediction would be: push the inquiry into the distance, split it up in to various parts, suitably restrict the remit/scope of earlier sections, ensure that any potential recommendations in terms of responsibility/accountability are limited to the alleged final part, and then promise to chuck that later part of the inquiry, as an expensive side-show that the public now has little appetite for, in a subsequent election manifesto.
