    It's from 2010 when Labour was in power, but by then they were trying to prove they were tough on immigration. Basically, to meet certain targets, civil servants are asked to reject applications for the thinnest of reasons.

    A bit like the 'assessors' at the DWP, rejecting applications for nonsense reasons, only then for them to be overturned on appeal.
