Is Rewards tied to your country?

I live in Spain (bought my One X here) but have my Xbox location set to Ireland. Rewards won’t work unless I change my location back to Spain and then.....I can’t understand a thing.

Weird that it won’t allow me to access rewards if it allows me to have the location in Ireland
