Yeah, it has a lot of unintuitive systems in place. If you have a friendly crew it can be enjoyable but so much is left unexplained or can be ignored... As with the quests, you buy them from the different faction representatives, though you can also be an emissary, and in the beginning the quests don't cost anything. Then you need to vote by putting the quest on the captains table and actively looking at it with some people not knowing where it is. And then whoever has the helm just heads elsewhere... Why not do that through a menu system? |
