I think it's just Sony not selling it in Russia, I guess Microsoft/Blizzard still are for Xbox/PC.

I can see why they didn't want to sell it in Russia, there's some weird revisionist stuff in this about real events.

Spoilers ahead for a fairly minor point of the campaign:

They bring up the Highway of Death but say Russians did it. It was a fairly significant war crime (US and allied air forces purposefully trapping then using cluster bombs on fleeing Iraqis) that seems weird just to say 'oh yeah that was the Russians, those evil bastards'.
