Only way to completely turn it off is to either hold the power button down for several seconds to force a full shutdown or to select the "Full Shutdown" option from the arse end of the power settings menu. If I use the control pad to shut down or do a single press of the power button it just shuts down into stand-by instant on mode.

My brother is having the same issue.

There seems to be alot of niggles at present. I couldn't turn mine off either and the screen stayed black when starting gears tactics yesterday and again when starting MGS ground zero today. Only way I could sort it was to restart the console rather than turn it on and off
