    The question is if they use this to cut across the UK's existing Pfeizer orders. That isn't clear from the article. If this is just about stopping hypothetical contract-breaching AZ exports, then fine. If it's used to cut across existing legal contracts, it puts the EU in a horrific place. The UK will almost certainly block any AZ exports from UK-based plants to the EU. Other countries will recoil in horror as the EU tramples over the law.
    I recall reading yesterday that the EU also require a certain chemical in order to make the vaccine, and guess who has the chemical? Yup, the UK .......
