Public and media opinion is exactly what drives government action. It doesn't really make sense to say the former doesn't matter, everything should be left to the latter. It's also not true. There's plenty of examples of companies pursuing more environmentally or socially sustainable practices in response to consumer demand, rather than everyone always operating at the legal minimum standard.
