My general rule is if you have money to spend on soundproofing save it and put it towards moving instead.

Also buy some noise cancelling over ear headphones just for sanity when it’s bad. Well worth the money for the headspace.

I had a flat with noisy neighbours above and below and just had to sell in the end.
