Perica being sold to an Israeli team kind of screws me, having a 4.5m striker was just too tempting. Now there are only 8 4.5m strikers in the game and they played a total of 229 minutes during the 20/21 season...combined.

So picking any of them is a no go

So now I need to wait until GW3 until I have 2 free transfers before I can get rid of him because I have 0 free budget and I'm not taking a points hit this early in the game.

Assuming you have 5 midfielders who play and can get you consistent points, I wouldn't worry about it until you come to play your bench boost token or have a FT burning a hole in your pocket and no other transfers lined up. I have Perica and have no intention of sorting that problem out any time soon, picked him knowing he was never going to play, my cheapest midfielder is Mbeumo and I'm confident of points from him and playing him mosts GWs (though there may be some obvious GWs I'll play a 4th defender instead).
