Not sure about this exact situation, but I bought a game that PSN claimed was cross-buy in the description for one version, but only got the Vita version. After going back and forward with customer service emails for a bit too long, they could only offer a refund (but I would lose access to the Vita version, which I still wanted)
3 years later and the description still claims you get both versions despite other people online having the same problem :/
