    It's a lazy writing style where some writers can only seem to get things to happen and their plot to move forward due to their characters behaving stupidly. The Walking dead would be the go to perfect text book example of this.

    You can drive plot forward and have things happen without resorting to stupid character actions being the constant driver of such things.

    You can of course still have things happen due to the odd stupid action of a character. It's when virtually everything happens due to stupidity you realise you are dealing with a writer of limited range and imagination.

    The stupidity plot driver becomes particularly annoying when all of your characters are meant to be really capable. For instance a team of astronauts.
