Seriously, no offence, I'm happy to offer more constructive criticism if he wants it! The exposure is about right though I suspect he has his camera to thank for that; the composition though, well, it sucks, and the subject matter is not very original and does nothing to show why it represents 4am other than being taken at night-time.
I think there are quite a few dodgy shots in that poll, actually, as well as a few really nice ones. Who selected them, and how? -

The camera (Canon 500D) was set to fully manual. The camera just took the shot. I chose the settings.
