    a) Why is this not being reported in UK media?
    b) How can he get away with this without legislation going through parliament?

    They're not proposing to legislate at the moment, but as the report says, they are using the threat of legislation to bring the ISPs together to find a solution voluntarily. If it doesn't happen, they'll put something in the Comms Act review planned for 2012.

    I wouldn't worry about it so much once the isp's realise how it would cost them to implement this kind of filter system they'll not want to bother and drag their heels all the way until the government decides it will have a go. Then when the government gets a cost estimate of how much it would cost to implement it will be it will be quietly dropped.

    If it was an "opt-in" scheme, then fine. If it's "opt out", they can fuck right off, especially with his sneaky attempt to bypass legislation to get it implemented.

    Fairly straightforward/cheap to implement, there are plenty of products out there. Open DNS will do it for you for free, if anyone out there wants to do it manually in their household.

    There's some good money to be made if they do implement this, in creating ways to circumnavigate the blocks and whatever Norton based crap the government use to try and stop the porn.

    Also what's the point in those plans to upgrade the nation to fibre optic broadband, if they then go and ban porn?
