How would you police that?

It's a good idea in principle but I have no idea how it would work. Smart cards with your weight on it?

Not your weight you wally, the weight of the food.

Lettuce 100g, calories 4. VAT level 1, no VAT

Cream 100g, calories 275, VAT level 5, 20% VAT.

Basically treat high-calorie food as a luxury.

I reckon it can be done but it needs to be far more selective. Start with fast foods and frozen foods.
