No it's not. That video takes place after sundown, with riot police already deployed. The alleged beating of the girl that sparked the whole thing was part of the protest that happened much earlier than this.
I'm not saying that it doesn't show violent behaviour by police, but it's not proof of 'the' rumoured beating. -
