Theres definitely at least one new console that will release in 2013 from either Sony or MS.
Rockstar have a recent trend of releasing their games in April/May (I called a May 2013 release for GTA5 as soon as it was announced. Easiest prediction ever.), a huge number of releases were delayed from last year so would naturally have fallen into this window, and the rest you could put down as the usual flow of Jan-May releases.
Recently it has only really been June-July which suffers a drought, with at least one or two major releases a month before then. Yes this year's first half is a little busier than normal, but due to reasons unrelated to a console launch. -
Needs to be pretty powerful if it's going to be relevant for the next seven years. Nothing about those specs seem unrealistic to me.
Will provide a significant leap over the current gen though. Should be a much more noticeable jump than from the xbox to the 360 (graphically speaking anyway).
I really hope for once we get some proper big guns at release. It's been too long since a dev pulled out a real big hitter on launch day. Halo was probably the last one. -

Launch was kameo, pgr, perfect dark, maybe ghost recon maybe prey and a couple of others. -
PGR3 was the closest to a real AAA game, but nah, not really. PS3 had nothing major at launch - again, Motorstorm came closest, but nah.
I remember the days when things like Super Mario World and Sonic Adventure were launch games. You're lucky if you get more than a few party games these days. And Ridge Racer of course. Every launch has a Ridge Racer. -

I didn't buy the 360 for at least nine months as there were no must buys. Halo 3 was about a year after launch. -
