Xbox One games will be playable on any Xbox One console -- there will be no regional restrictions.

Well, the cloud is setup and ready to go (and already going) - I guess a developer can farm off things they deem not totally necessary to the gameplay to the cloud, and if they get a response they can display the results. In multiplayer games you'll be online anyway, so they'll probably assume the cloud is available. Disclaimer: don't know what I'm talking about. -
