I suppose the only way to judge is to see it yourself, but it's quite a different film from the one we all have seen and enjoyed. -

The original has me in stitches, there are some gags that start me giggling well before the payoff and when that arrives I am cackling.

Hah. I found the original one somewhat amusing when I first watched it. In a "god this is so silly and childish but you can't help but crack a smile" way. Say a 6/10 funny.
This was boosted to a solid 9/10 funny by the fact that we watched it at a friend's house. She wasn't interested in seeing it> So she was doing housework and started ironing.
She was also a bit of a culture snob. Plays, musical performances, ballet, arty foreign films. Her palate wasn't really used to anything as vile and base as a hollywood film.
She didn't seem to get any of the jokes. When they're wrestling for the champagne bottle and it keeps being pointed at the budgie, someone said "oh .. there goes the budgie" and then POP ... there it went. She was completely surprised. "How did you know that? Have you seen this movie before?". We all rolled around the floor laughing at her constant befuddlement, amazement and annoyance at how silly the movie was and why anyone would find it funny or want to watch it.
I'll probably give this sequel a miss though.
