The other is Spore, not that anyone asked.
I used to mod the old Lionhead IRC channel in the late nineties. Thankless. I'll never learn. -

It's totally on rails. Literally, at points. -
I remember Peter saying it wasn't on rails, and I burst out laughing at the EG Expo when they had it there, and it was on rails like a bloody lightgun game. -

I logged in after reading this and there are still names there I recognise. I'm pretty sure they just forgot to turn a computer off 10 years ago.
