I think he was picked for his physicality. He can go toe to toe with batman rather they psychologically torture him.

what is this Robin of Sherwood. There is only one true Robin Hood movie and that was prince of thieves with its American Robin Hood & Maid Marian.

Azreal would have been a brave choice, but is not as well known as Deathstroke. I think they would struggle with having Solomon Grundy foot the big 'villain' position, he seems more akin to a mid movie fight.

Though considering deathstroke is more merc then outright villian I wouldn't be surprised to see a secondary big bad behind the scenes.
