MGS 4 is the pinnacle of cutscene excess, I love it. Death Stranding is looking very promising on that front too.

Perhaps the question is, do you really want to play it? That game has the whiniest main character in the history of videogames. When the people in the cutscene are berating him, know that he totally deserves it.

Most of the ones my mind jumped to were Japanese. But confining myself to Western ones having read some of the comments above:

Wing Commander 4's "good end". A very different kind of ending to the usual space opera fare from the series. Acting and sets are on the cheesy side, but it was ambitious by the standards of the time and has stuck with me.

Dawn of War 2: Retribution's Exterminatus scene. One of the best attempts at really capturing WH40K in a cutscene. Also a decent "scale shift" moment. The game up to that point has been small-scale squad battles, then that scene zooms the perspective waaaaaaaaaaaaaay back.
