Each lens will have a 'sweet spot' where it's at its sharpest. This is usually somewhere between f/8 and f/11. So it's best to aim for these apertures unless you're specifically looking for an extra shallow or extra deep field of focus. The reason for all the incremental aperture stops is (a) because that's how lenses are made, and (b) to give the photographer maximum control over how much light he allows to hit the sensor/film.
