I think LA is focussed on heavy industry and factories rather than population - the gouts of flame, the dirt, the pipes everywhere, the huge Tyrell building which can't just be an office. Doesn't gel with replicants not being allowed on Earth but that's the way I've always seen it. -
There's also the possibility that its about migration and 'white flight' as with Americans moving out of inner cities to live in suburban neighbourhoods most notably Detroit, in the future they are leaving earth to use their wealth in a new frontier, and the replicants are created to work as their slaves and have begun to rebel against their oppression. -
